1. Ban gender-mutilation of minors under the age of 18

Photos Children under the age of 18 are not allowed to make decisions that affect their lives concerning alcohol, voting or binding contracts. It is lunacy to permit and encourage children much younger to engage in bodily mutilation and chemical castration. All too often, children have been encouraged to engage in this activity by non-parental figures who abuse their authority. This legislation is designed to give children and parents the time to properly evaluate such drastic procedures.

2. Prohibit state pension and general account funds being deposited with firms that use ESG criteria.

Photos ESG stands for applying standards of “environmental, social and governance” filters that blocks investments into corporations that do not meet a pre-determined set of political positions. ESG is the current manifestation of so-called “social investing.” The primary objective of state funds must be to put the fiduciary interests of taxpayers and beneficiaries first. ESG ignores that obligation and instead attempts to use your state’s funds to advance a radical, socialist agenda.

3. Blocking banks from colluding with the U.N on “climate standards”

Photos Similar in intent to the ESG scheme, recently banks throughout the U.S. have colluded with the United Nations climate action entities. As described by the UN itself, the effort,

“The UN-convened Net-Zero Banking Alliance brings together a global group of banks, currently representing about 40% of global banking assets, which are committed to aligning their lending and investment portfolios with net-zero emissions by 2050. Combining near-term action with accountability, this ambitious commitment sees signatory banks setting intermediate targets for 2030 or sooner…”

4. Prohibit the practice of “Sue and Settle”

Photos Sue and Settle” is a trick often used by environmental radicals and other leftist organizations to gain a policy objective that they cannot under normal circumstances get from a state’s legislative body. The gambit works like this: an organization wants a rule change or access to state resources and sues the Governor or appropriate executive body to force the issue. The suit is filed in a court after “judge shopping” has been conducted so there is an understanding that the court will be a friendly venue. The executive agrees to a “settlement” that gives the activist organization what they want and the judge approves it. At that point the People’s representatives have been completely cut out of the policy making process.

In 2022 Kansas outlawed the practice. Any settlements must receive the approval of the Legislature in order to go into effort, thereby returning power to the People through their elected representatives.

5. Protect Female Youth Sports

cover of book shameFemale sports provide young women the opportunity to engage in activities that were denied them for many years. Now, to permit biological males to compete is to take away that opportunity. The advocates for permitting males to compete in female sports are zealots of a radical ideology. Their denial of reality takes away rights from women and is objectively dangerous to them.

6. Election Integrity

The following are a suggested list of model legislation that the State can use to ensure fair and honest elections.

  1. Mandatory, strict Voter ID requirement
  2. Elimination of so-called “Drop Boxes”
  3. Secure and Fair Elections Act – a broad array of fixes

7. Defend the Guard

PhotosA state’s National Guard answers to the Governor of that state unless Congress formally declares war or enacts legislation conscripting a Guard unit for a specific purpose. Too often National Guard units have been deployed to combat zones with no authorization by Congress, no declaration of war as required by the Constitution.

The Defend the Guard Act prohibits the deployment of your state’s Guard outside the United States and to combat zones unless Congress has met its Constitutional duty to formally declare war.

8. Medical Freedom of Choice Act

medical meme"Liberty at its core is the individual's control over their own body. Prohibiting the requirement of vaccinations by certain public and private entities, keeping the Capitol and legislative proceedings open to the public, protecting the freedom of worship, protecting the operation of private businesses, and prohibiting stay-at-home orders and curfews..

9. Protect Children from Racist Instruction (a.k.a. Critical Race Theory)

crt meme"No longer simply an academic matter, critical race theory has become a tool of political power. To borrow a phrase from the Marxist theoretician Antonio Gramsci, it is fast achieving “cultural hegemony” in America’s public institutions. More and more, it is driving the vast machinery of the state and society. If we want to succeed in opposing it, we must address it politically at every level" -- Christopher Russo.

10. Parental Rights In Education

11. School Choice

PhotosWith the rise of transgenderism and radical gender ideology in public schools and the racist teachings of Critical Race Theory, the interest in and demand for real school choice is growing rapidly. Arizona has enact a law that empowers parents to choose the best education for their child. A parent can receive from the State $7,000 for each child to attend educational services from a non-government school. That amount has been shown to be sufficient for most options. THe State saves money by reducing the per-pupil transfer to government schools by whatever the amount has been determined.

Empower parents. Save the State money. And force the government school system to be accountable for the first time ever for the billions of taxpayer money they receive every year.

12. Permit Veterans to teach without formal certification

PhotosVeterans have unique and deep knowledge. With the growing shortage of teachers, this sensible bill allows our veterans to enter the profession and use the skills they have learned through service to our nation. The teachers-union does oppose this because they want to keep their monopoly over who can enter the profession.

13. State Immigration Total Enforcement Act

PhotosThis proposal prohibits sanctuary cities, facilitating cooperation with federal immigration enforcement, protects legal workers from discriminatory termination, prohibits the provision of public benefits to illegal aliens, prohibits the enforcement of illegal contracts, taxing remittances, and taking other measures designed to discourage illegal immigration.

14. Outlaw Zuckerbucks

PhotosThe use of private money to augment election administration has been shown to inject bias and outright corruption into our election systems. It needs to be illegal for any local or state election official to use or accept private money for the administration of elections..

15. Strict Regulation of “Bias Reporting Systems” at colleges and universtiies

PhotosStrict Regulation of “Bias Reporting Systems” at colleges and universtiies. Essentially, BRSs turn students into informants, incentivizing them to snitch on each other to carry out personal vendettas and grievances. Due process and the essential exchange of ideas are, more often than not, the victims.

Resolutions

A. Declaration of an Invasion of the United States

PhotosUnder the Constitution, each state has the right to defend the nation with the Federal government either cannot or will not do so. Under Article I, Section 10, Clause 3, the states are expressly authorized to use military force if under actual or threatened invasion. Given the assault against the United States at our southern border and the complicity of the federal government in transporting millions of illegal aliens into every state in the nation, the invasion clause permits the Governors to activate the state resources to combat the invading forces – be they drug and human or sex trafficking or the flood of illegal entrants and their demands on the social welfare systems.

Most Governors have been shy about using this Constitutionally mandated authority. The resolution is an expression of the legislative branch for your executive to use the authority granted in the Constitution.

B. Resolution Calling on Congress to re-enact the Glass-Stegall Act

PhotosThe Glass-Stegall Act prevented banks that were engaged in primarily investment from also accepting deposits from citizens and savers. The mandatory separation was repealed in 1999 after an aggressive lobby effort by big internationally focused investment banks. The repeal was widely seen as one of the main causes of the 2008 financial crisis and subsequent cycles of large money printing, which in turn has led to the inflationary storm we face today.

Introduction

The Alliance for Free Citizens is a non-partisan traditionalist organization dedicated to advancing principles designed to restore the Republic and the values that founded our nation. Established in 2020, the Alliance has conducted research into a wide area of subjects that address the issues of the day while seeking to advance time-honored ideals

In this Guide, we offer you, state legislators who are the true leaders of our nation, a range of proposed legislative proposals that strike at the heart of a program of restoration of the republican form of government. For each, we offer model legislation, and a selection of background material. Should you like additional material, please let us know at info@allianceforfreecitizens.org

And please, let us know of any actions you take on any of the proposals offered or similar efforts. It is our intent to share successes – and failures – to all other legislators throughout the country. When an elected official takes an action that can lead to improving a situation, we want to make sure your colleagues in your state and others know about it. And likewise, when someone takes an action designed to block real reform, we want everyone to know who did what. In short, it is out intent to clear away the fog that has so often blinded the public from the actions on critical legislation.

Thank you for your consideration. With every good wish for success in helping to re-establish a true representative government in America

Sincerely,

Mark Lloyd
